I was so out of it when I wrote before, I just realized that I never actually identified the problem. Here's the thing.
We've all been on cloud 9 for about 2 weeks now -- eagerly awaiting this new strategic plan which will be based on our customer surveys, our collective and individual skills, abilities and INTERESTS, and the new, more proactive approach we said we'd take with the businesses we serve.
But instead, 30 of us are handed a plan that reflects that agenda for about 6 people. Basically, six people got what they wanted: the projects that are most critical to our strategic mission. While the rest of us got what I'd (and this is just the world according to me) call FLUFF. And the justifications for this are rather (extremely actually) vague and totally unacceptable at this point -- ESPECIALLY where my role is concerned, as I helped to develop this strategic mission.
