Use Inverse Promotions To Counter Incompetence

Laurence Peters proposed in his 1969 book "The Peter Principle: Why Things Always Go Wrong" that employees in hierarchical organizations are promoted to their level of incompetence. When employees (or managers) can't perform at the level they have been promoted to or placed at they should be promoted in the other direction (demoted).
